The government that values the will of the people, focused on Manpower production primarily. Each kill obtained by a unit from this government has a chance to provide a small amount of Money or Influence, allowing for potentially quick Money for costly units and buildings, or high Influence for powerful mid and late-game units. This government focuses more on playstyles involving the Outpost.
With the Communist government, you don't need to worry as much about Manpower, allowing for easy Marine amassing early on to counter Scout swarms. Your priority should be achieving kills to capitalize on the government perk, allowing you to fund more Outpost units and even acquire Armory or War Sanctum Influence units earlier.
It is possible to continuously and perpetually deploy Chronite Tanks with this government, which is a possible harassment strategy to continuously build Influence and harass the enemy with constant fire to their base, and a constant threat to deal with. Don't expect this strategy to work forever if the enemy starts using counter units against your tanks.
